As the lead author of Healthcare and the False Claims Act, Health Law Publishing LLC, 2016 (Vol. 1), 2019 (Vol. 2), and an adjunct professor teaching negotiations at IU McKinney School of Law, I bring decades of health law litigation experience. I combine in-depth knowledge of underlying health care statutes, regulations, and guidelines, particularly those most likely to arise in False Claims Act cases (e.g. Stark, AKS, billing and coding, observation vs. inpatient admissions, etc.) with both experiential and academic understanding of mediation and negotiation. As the first chief of Florida's Medicaid Fraud Control Unit's Major Case Unit, and as a former felony division chief prosecutor, I also bring an understanding of the complexities of investigating and presenting health care fraud cases. Few mediators have both brought and defended health care False Claims Act cases across the nation, including cases in 20 different states, two dozen Federal District Courts, three different Federal Circuit Courts, and petitions before the United States Supreme Court.
