Dr. David La Rosa-Presume DNP, MPH, MBA, JM, LNC, ACIarb, CPHRM is a decorated U.S. Army veteran with over 15 years of service, during which he received multiple honors, including the Meritorious Service Medal. He currently serves as the Risk Manager at the San Francisco Veterans Affairs (VA) Medical Center, where he oversees legal cases for the organization. Additionally, he is an assistant clinical professor at UCSF, teaching graduate nursing students and co-leading a mentoring program for minority high school students interested in pursuing medical careers. In 2023, Dr. La Rosa-Presume was appointed to the National Board of Directors for Nation’s Finest, a nonprofit organization dedicated to supporting veterans across the United States. In 2025, he joined the American Health Law Association as a mediator and is also a member of the Florida Orange County Bar Association. Dr. La Rosa-Presume is widely recognized for his dedication to improving the lives of veterans and their families, as well as for his contributions to healthcare education and risk management.

Fees and Hours

I will charge for actual travel expenses, including airfare, hotel accommodations, meals, and related costs. Additionally, I will add an hour of my hourly rate for any incidental expenses. All charges will be itemized and clearly communicated for approval.
The cancellation fee is waived if the hearing is canceled at least 15 days in advance. If canceled within 15 days of the hearing, a fee equivalent to one day's hearing fee will apply as outlined in the case agreement. Both parties agree to these terms.
