Linda Cohen
Counsel
I am an actively practicing health care attorney whose practice spans Healthcare, Litigation, Licensing and General Corporate matters, with a focus on health care regulatory, transactional, operational, and reimbursement issues. I advise accountable care organizations, health systems, skilled nursing facilities, home health agencies, physician practices, and other health care industry participants on Medicare and Medicaid participation, privacy and data use, fraud and abuse, governance, value-based care contracting, Certificate of Need, and related compliance matters. I have served as outside general counsel to health care organizations and have substantial experience resolving complex reimbursement, commercial, and regulatory disputes through litigation, negotiation, administrative proceedings, private arbitration, hearings, and settlement conferences. My experience includes advising OneCare Vermont Accountable Care Organization on value-based contracting, compliance, governance, antitrust, privacy, 340B, fraud and abuse, and litigation, as well as prior service as Division Counsel and Director of External Appeals for the Vermont Department of Banking, Insurance, Securities and Health Care Administration. I earned a Master of Health Care Delivery Science from Dartmouth College, a JD cum laude from Temple University School of Law, and a BA with distinction from the University of Pennsylvania. I am admitted in Massachusetts, New York, Vermont, the U.S. District Court for the District of Vermont, and the U.S. Supreme Court.
