Randy Jones
Certified Neutral and Health Law Regulatory Attorney
Randy Jones is a Wisconsin-based attorney with deep experience in administrative law, regulatory compliance, and healthcare policy. He currently serves as legal counsel for the Wisconsin Department of Health Services, where he represents the agency in administrative fair hearings, provides legal guidance on complex state regulations, and advises on public records law. In this role, he is known for his balanced judgment, subject-matter expertise in assisted living regulations, and ability to resolve disputes through strategic negotiation. Before joining state service, Randy worked in both corporate and private practice settings. At SSM Health – Dean Health Plan, he ensured multi-entity compliance with a web of federal and state regulations, including HIPAA, ERISA, COBRA, and the No Surprises Act. His work there included leading compliance investigations, revising internal policies, and guiding insurance expansion efforts across state lines. He also practiced law at Stevens & Kuss, S.C., where he represented clients in real estate and construction litigation, handled complex contract matters, and successfully argued cases before circuit and appellate courts. Randy’s career began with hands-on roles in litigation support and public service. From clerking at the U.S. Equal Employment Opportunity Commission and the Medical College of Wisconsin’s Risk Management Department to serving as a paralegal in Milwaukee County’s child support division, he developed a strong foundation in advocacy, research, and regulatory systems that continue to inform his work today. A proud graduate of Marquette University Law School, Randy earned his J.D. with certifications in Alternative Dispute Resolution and leadership roles in both the ADR Society and Health Law Society. He holds a B.A. in Political Science, cum laude, from the University of Wisconsin–Milwaukee. Driven by a passion for accessible healthcare and good governance, Randy uses the law as a tool for fairness, clarity, and reform. Outside the office, he enjoys hiking Wisconsin trails, biking, fishing, and exploring motorsports.
